Intelligence Chief Calls for Security Sweep in Jayapura


The head of Indonesia’s State Intelligence Agency has spoken of the need for a sweep of Jayapura for armed civilians following heightened violence in the capital of Papua province for more than a week now.

Lt. Gen. Marciano Norman, the chief of the agency better known as BIN, on Friday indicated that a security sweep targeting men in possession of firearms might be conducted to prevent further attacks. He asked the public to understand the necessity of the move and to support it.

“We have no choice but to do the sweep, as civilians are not allowed to hold guns. Rules must be upheld,” Marciano said over the phone. “I hope if the public see people having guns when they shouldn’t, they will report it to police.”

Marciano said the recent shootings in Jayapura, some of them fatal, were being carried out by armed groups, formerly dwelling in the mountains, who had begun to enter the town.

“One thing for sure is armed groups are entering the town, launching terror actions. We can see that their victims are comprised of TNI [Indonesian military] soldiers, police officers and civilians,” Marciano said.

He added that the armed men had gained access to Jayapura because they had informants and support networks in the city. Prior to this, the armed groups only launched their attacks in jungles or mountainous areas.

Violence is not new to restive Papua, but shootings have taken place with increasing frequency in Jayapura since May 29, when a German tourist was shot and wounded in a drive-by shooting.

Monday saw a 16-year-old student also shot and wounded. On Tuesday, unidentified gunmen shot and injured two civilians and a TNI soldier. On Wednesday, a civil servant was shot dead in front of the mayor’s office. On Thursday alone, there were reportedly three people shot, two of whom died, including a police officer.

All of these took place in Jayapura, with none of the attackers having been identified, nor arrested. Marciano said BIN was in the process of gathering information to track down the perpetrators.

Marzuki Asks for Clarification Before Launching Investigation into Hambalang Project


House speaker Marzuki Alie said on Friday that it was premature to create a special team to investigate the Hambalang sports center project’s budget agreement, because it is still unclear who oversaw the process.

Marzuki said the details of Hambalang’s budget discussion should be thoroughly examined before a formal investigation is launched. Some members of House Commission X — which oversees sport affairs — recently said they never discussed or approved the Rp 1.2 trillion ($127 million) budget for Hambalang, a critical detail that Marzuki wants answered before any other action is taken.

“Let’s open the [budget’s] documents to see whether it was discussed by House Commission X” urged Marzuki, who is from the Democratic Party. “Is it true that the decision was solely taken by the leader of the Budget Committee? Let’s answer that first.”

Marzuki suggested that lawmakers might have forgotten discussing Hambalang, and should therefore review the files.

“Sometimes, because of their work load, [they] don’t listen to the discussions or notice when it was decided,” Marzuki said, smiling. “Stop accusing each other before opening the meeting documents over Hambalang. If they can’t find it, then it’s a problem. But if files exist, later they will be ashamed.”

House Commission III member Bambang Soesatyo from the Golkar party has called on President Susilo Bambang Yudhoyono and Marzuki to establish a team to investigate the graft-tainted Hambalang project budget.

Hambalang came under the spotlight after graft convict Muhammad Nazaruddin said that both Democratic Party chairman Anas Urbaningrum and Youth and Sport Affairs Minister Andi Mallarangeng (who is also from the Democratic Party) accepted bribes for the project.

What’s more, two buildings of the unfinished project recently collapsed.

Bambang said that the case should be scrutinized carefully because the alleged crime involves many parties, including top officials of the ministry.

Singapore Student Apologizes to Deputy PM for 'Rash' Blog Post


Singapore. Junior college student Reuben Wang was so annoyed by what he heard from a VIP at a seminar that he blogged: “F*** you, sir.”

The VIP was Deputy Prime Minister Teo Chee Hean, the key speaker at this year’s annual Pre-U Seminar attended by more than 500 students last week.

Reuben’s blog post went viral and he blogged again, unrepentant about his use of the expletive.

But on Thursday, the St. Andrew’s Junior College student had a change of heart, met Teo at the Ministry of Home Affairs and apologized to him.

The JC1 student told The Straits Times later that he realized his post was “rash” after reading his friends’ comments.

Teo said: “I am glad he has taken the time to reflect, and recognizes that what he said, as well as the way he said it, were wrong.”

Reuben, 17, removed both his posts earlier this week.

In the first, dated June 2, after the five-day seminar ended, he accused Teo of dodging difficult questions during the question-and-answer portion of the seminar on May 29, by turning the questions on students instead of answering them himself.

They included questions on press freedom and a sense of belonging in Singapore.

Reuben wrote the profanity three times in his 700-word public post. Three days later, he wrote again to say he stood by his remarks, even as he conceded that his use of the swear word was in “bad taste.”

By Wednesday, however, both posts and his blog were deleted.

That morning, Reuben said, he had sent Teo an e-mail to apologize and the minister invited him for a chat on Thursday. “After reading comments from my friends, I came to a realization that there were merits in the way DPM Teo handled the session,” he said.

During their half-hour meeting on Thursday, the two discussed Reuben’s post and other topics, including his hobbies.

Reuben’s father and an SAJC teacher were also present. Teo gave the teenager a book on economics and autographed it.

Schoolmates described the school debater as “quiet,” except when voicing opinions on issues he was passionate about.

SAJC principal Lee Bee Yann said the school had counselled him and he initiated the apology.

An Education Ministry spokesman said the tone and language Reuben used were “rude and unbecoming” and added: “We hope to turn this into a teachable moment both for the student blogger and students in general.”

Teo said he had avoided simply giving students answers during the seminar as he wanted them to think deeply about the difficult choices they had to make.

“It was a lively and engaging session,” he said. “Some of them offered answers to their own questions after a little encouragement.”

The student’s original post had some netizens expressing support for his views, but even more condemned his choice of words.

Blogger Kwan Jin Yao, 21, who is waiting to enter university, said that while Reuben’s criticisms were valid, they may have been “obscured by the liberal use of expletives.”

Hwa Chong Institution student Victor Zhu, 16, who attended the seminar, said he thought the minister’s answers to difficult questions were “thought-provoking.”

Political observers and social media experts said the incident was a reflection of young people’s attitudes toward authority and the government.

Former nominated MP Zulkifli Baharudin noted that young people do not feel as beholden to the ruling party as older folk.

“For some of them, being a politician is just like being in any other profession, no need to be so deferential,” he said, adding that politicians in the United States and Britain were treated with even less regard.

Social media experts said that anonymity online might give youngsters more courage to express their views.

Social media lawyer Lionel Tan said: “I doubt he would say those words in public, or in person.”

He added that it was a good thing that the younger generation were more questioning, but added that there ought to be “a tone of civility.”

Meanwhile, Reuben said he would take some time to reflect on what happened and take a break from blogging for a while.

“Blogging is very important to me, but I want to let this cool down and start on a clean slate.”

Bank Indonesia Bailout Scandal Fugitive Arrested in US


A fugitive in the high-profile Bank Indonesia bailout case has been arrested in San Fransisco, California, after a decade on the run, the Indonesian police said in Jakarta on Friday.

It is not clear yet when the arrest was made, but Sherny Kojongian, 49, a former director with Bank Harapan Sentosa (BHS), is expected to arrive in Jakarta on June 13.

“She will be deported from San Fransisco on June 11. [When she arrives] she will be immediately escorted to the Attorney General’s Office,” Indonesia’s National Police spokesman Sr. Comr. Boy Rafli Amar said in Jakarta on Friday.

Boy said Sherny’s arrest was coordinated with Interpol, which issued a warrant for Sherny in 2002.

Sherny fled Indonesia before she was sentenced by the Central Jakarta District Court to 20 years in prison for embezzling state money via the Bank Indonesia Liquidity Support (BLBI) bailout funds. Sherny was convicted of disbursing money to six business groups and 28 fake financing firms between 1992 and 1996.

The court sentenced BHS commissioners Hendra Rahardja and Eko Edi Putranto to life in prison over the same case, which is believed to have cost the state some Rp 1.95 trillion ($209 million). The central bank ordered BHS to cease disbursement of the overdraft loans to the 28 firms in Sep. 1997 — an order which Sherny and the two other convicts ignored.   

According to results of audits performed by the Supreme Audit Agency (BPK), Rp 138.4 trillion, or 96 percent of Rp 144.5 trillion in BLBI bailout funds disbursed to 48 banks during the peak of the 1997 Asian financial crisis were embezzled.

Disney Studio Chief Quits After ‘John Carter’ Bomb

Los Angeles. Disney movie studio boss Rich Ross stepped down on Friday, taking the fall for at least a couple of over-budgeted bombs as Hollywood shies away from taking risks on big blockbusters.

His resignation comes after two years in a row of nasty March surprises, ironically both having to do with the Red Planet. Last year it was “Mars Needs Moms,” a creepy animated movie that lost $70 million. This year, it was “John Carter,” a sci-fi action movie set on Mars that resulted in a $200 million loss for Disney.

Ross, 50, said in a memo to staff that he no longer believed his role as chairman of Walt Disney Studios was “the right professional fit.”

The move was not surprising to analysts, coming a few months after studio marketing chief MT Carney also departed because of a string of lackluster releases.

Disney CEO Bob Iger, who said last summer that big-budget movies were getting “increasingly more risky,” thanked Ross for his years of service.

The Walt Disney Co.’s stock increased 27 cents to close Friday at $42.35.

Disney’s most successful movies recently have been made by studios it has bought, including “Toy Story” maker Pixar, which releases “Brave” in June, and Marvel, which will release the much-buzzed “The Avengers” overseas next week.


Under the Touchstone brand, Disney also distributes movies made by Steven Spielberg’s DreamWorks production company, including “War Horse.”

Fixing problems at the studio is seen as crucial for the company, because movies launch characters that are developed into Disney toys, theme park rides, books and video games. For example, “Cars Land,” an attraction based on the Pixar movies, will open at Disney California Adventure in June.

“For Disney, it feeds a lot bigger value chain,” Sanford C. Bernstein analyst Todd Juenger said. “This is a more significant move for investors of Disney than it would be at other companies.”

Although some of Ross’s troubles stemmed from films put into production by his predecessor, Dick Cook, analysts said his inability to prevent big losses was what led to his exit.

“At some level he takes responsibility for not fixing them or shutting them down,” Needham & Co. equity analyst Laura Martin said. “They need to lower the risk of entry and build franchise films from that base. Not go all in, hoping it works out.”

Part of the estimated $250 million budget on “John Carter” can be attributed to the notion that the movie could become a multi-part series, as it was based on a trove of books by the late Edgar Rice Burroughs. The series began with “A Princess of Mars” in 1917 and carried through to the posthumously published “John Carter of Mars” in 1964.
The movie starring Taylor Kitsch had a budget that rivaled what 20th Century Fox spent on “Avatar.”

But “John Carter” made only $269 million at box offices worldwide while “Avatar” took in $2.8 billion. After splits with theater owners and marketing expenses, Disney has said “John Carter” would cause a studio-wide loss of $80 million to $120 million in the January-March quarter.

Ross had taken the job just two and a half years ago with a mission to cut costs and develop new hits. He had brought “High School Musical” and “Hannah Montana” to TV audiences when he headed Disney Channels Worldwide.

Ross spent much of his early tenure at the studio cutting costs and canceling projects that weren’t seen as important to the Disney brand.

He shut down the San Francisco-area motion-capture facility used to digitally animate Jim Carrey’s Scrooge character in “A Christmas Carol,” sold the award-winning Miramax label to outside investors, and cut such movies as “20,000 Leagues Under the Sea” and “Wild Hogs 2” from the development slate. Last year, he suspended production on “The Lone Ranger,” starring Johnny Depp, until its budget was trimmed.

But those efforts were overshadowed by movies that were released but failed to excite big audiences, including “Prince of Persia,” ‘’Prom,” ‘’Secretariat” and even “Winnie the Pooh.”

Ross told staff in a memo Friday that “the best people need to be in the right jobs, in roles they are passionate about, doing work that leverages the full range of their abilities.”

“I no longer believe the chairman role is the right professional fit for me.”

Iger wished him well in a statement.

“Rich Ross’s creative instincts, business acumen and personal integrity have driven results in key businesses for Disney,” Iger said. “I appreciate his countless contributions throughout his entire career.”

Ross’s resignation is effective immediately. Disney did not name a successor.

A couple possible candidates for elevation at the studio are John Lasseter and Ed Catmull, who together built Pixar from a computer imaging company into an animated movie powerhouse. After Disney’s acquisition in 2006, the men have top jobs overseeing animated movies at Pixar and Disney.

The men have helped Disney’s animated films move “in the right direction,” according to Don Peri, the author of a couple books on Disney animators including “Working with Disney.” He declined to speculate on whether they would make good studio heads.

Indonesia Arrests 73 Afghan Asylum Seekers After Boat Sinks


Indonesian authorities were questioning more than 70 mostly Afghan asylum seekers bound for Australia Saturday after their boat was hit by a powerful wave, forcing them to swim to shore, officials said.

Community members of Wonogoro beach on the eastern coast of Java island reported seeing scores of people wash up onto the shore late Friday night, some beginning to run away, Malang police chief Rinto Djatmono said.

“We found 43 last night, including three children and one woman. They are being questioned by the Malang city immigration office and they are all in a healthy condition,” Djatmono said.

Police detained another 30 late on Saturday morning and are still searching for more believed to be missing.
Search and rescue officials said they were not searching the sea.

Some of the asylum seekers had already been processed by the United Nations High Commissioner for Refugees, Djatmono said.

Officials have had trouble communicating with the asylum seekers, but have been told there were between 83 and 100 on the boat.

“From what they’ve told us, we know their engine had broken down two days earlier, and a strong wave hit the boat and destroyed the vessel,” Djatmono said, adding it was unclear how far they had swum.

Last week, Indonesian authorities said they believed dozens of mostly Afghan asylum seekers had fled a leaky boat with malfunctioning engines found on Lombok island, near the resort island of Bali.

Those asylum seekers have not been found, and police have made no connection between the two cases.

Indonesia is a common transit point for asylum seekers trying to reach Australia’s Christmas Island, which is closer to Java than mainland Australia, and many of the overloaded rickety boats do not make it.

In December, a boat carrying around 250 mostly Afghan and Iranian asylum seekers sank in Indonesian waters on its way to Christmas Island, with only 47 surviving.

Word on the Street: Indonesians Weigh in on Fuel Hikes



Late last Friday, the House of Representatives rejected the government’s push to increase the price of fuel following a week of protests in cities across Indonesia.

Instead of the government’s place to increase the price of low-octane Premium from Rp 4,500 to Rp 6,000 (50 cents to 65 cents), lawmakers agreed to a formula that will only allow a price increase if the world oil price surges above the price presumed in the national budget.

Economists say the rise in prices of goods and services in recent weeks can be linked to the now-redundant fuel price plan, with some sellers factoring in higher costs and others merely seeking to exploit public expectations.

The Jakarta Globe spoke to four residents of the capital to find out how they see the issue.

Imam Safii, 45, public minivan driver

I’m not sure whether I should feel glad or not about the government delaying the increase to the fuel price. I mean, they will do it eventually anyway. As a citizen, I think all we can do is obey whatever the government has decided. If they say the fuel price should go up, then we follow it. If they say it stays, well, that’s good.

However, I do think that a fuel price hike is unavoidable. This will happen sooner or later, and take place regularly. I think it is a bit funny that the price of drinking water per liter is almost the same as the price of a liter of fuel.

For someone like me, and possibly for many people out there, the price of fuel or how much it increases doesn’t matter. What is more concerning is that earning a living should not be this difficult.

I make around Rp 80,000 ($9) a day. I used to be able to send Rp 1.5 million to Rp 2 million to my family each month, but now I consider myself lucky if I can send them Rp 700,000. I don’t how it could happen, perhaps because there are more and more angkots [public minivans] allowed to operate.

I really think there should be more jobs available. I need money to feed my wife and three children. But things just get harder each day.

I believe that whatever decision is taken by the government is for the sake of all the people of Indonesia. There is no way they would intentionally put us in a bad condition. The government has people who know what’s best for our economy.

Regarding the fuel price hike, I see it as something that actually needs to take place in accordance with the world economy. World oil prices have increased since last year, so there is no way Indonesia can avoid increasing the fuel price. How would that be possible?

I know it is hard for many people, including me, but I believe we will be able to adjust to it later on. It’s not like it has never happened before. We were always able to adjust to the increase, although it took time.

What I think the government should have done was explained the increase and helped people understand that fuel prices will always rise — it’s something that we can’t avoid. They should have anticipated the protests.

The subsidized fuel policy was good, but it didn’t quite reach the target. What I think the government should focus on next ensuring that each of their programs reach their goal.

In my opinion, the government’s decision to postpone the fuel price hike will subdue the anger of the students protesting and the people of Indonesia in general. Now we have the chance to see how things go in the next six months.

I think it is actually time to increase the fuel price, considering that the world oil price has increased for some time. Fuel prices in other countries are much higher than prices here.

The anger and protests might have been the result of the subsidy policies themselves. We are so used to being helped that once that help is taken from us, we are unable to become independent. It is understandable because other prices will also increase, and it leaves us to worry whether we will be able to adjust to the changes or not.

Farida Machdar, 72, housewife

For a housewife like me, I think it is good that the government delayed the fuel price hike so we can adjust to the increase. Apart from that, I understand that the government will need to increase it, regardless. We just feel that we are not ready at this moment.

I don’t know if it is possible, but I really wish the increase would happen gradually. For example, if the increase is Rp 1,500; they shouldn’t do it all at once. Make it little by little. This will help us adjust. The amount of the planned increase, Rp 1,500, is enough to make the prices of other goods rocket upward. The prices of basic needs have already gone up because vendors have raised their prices to adjust in anticipation, even before the decision was made.

I can under-stand if people were angry and felt the need to protest, and when things like this happen, they tend to destroy things and run amok. Having seen this, the government should be able to anticipate this reaction the next time they try to do something like this.

Borrowers Get Little Joy From BI Reforms

Consumers appear to have missed out on the benefits of a new central bank policy forcing major lenders to publish their prime lending rates.

Evidence shows that there has been neither a decline in the interest rates charged by banks nor has there been a significant increase in the growth of lending.

Instead, banks have used the policy, intended to foster greater transparency and competition, to cut overhead costs and fatten profit margins.

Bank Indonesia in March introduced a requirement for the nation’s 43 largest banks, about a third of the total, to publish rates for creditworthy customers.

Among the lenders are Bank Mandiri, Bank Rakyat Indonesia, Bank Central Asia, Bank Negara Indonesia and CIMB Niaga.

Banks responded to the reform by slashing costs, but banks would not say how many employees were dismissed in their push to curb overhead expenses.

Since the policy came into effect, BI data showed the lending rate was either little changed or increased among the 43 banks.

Wimboh Santoso, a director of banking research and supervision at BI, said the drop in overhead costs should theoretically help the banks reduce the lending rate they charge customers, particularly in lending to manufacturers and for working capital.

“It’s too early to say that the policy has resulted in lowering the borrowing cost to customers,” Wimboh said.

Commenting on the commercial banks’ decision to direct cost savings to bigger margins rather than passing the benefits on to consumers, Wimboh said BI would “scrutinize” it. “If banks lowered the interest rate they could disburse more loans and therefore their revenue would be relatively unchanged,” he said.

Indonesian banks calculate their prime lending rate based on the cost of funds, margin and overhead cost. The cost of funds is the interest banks pay depositors, and the overhead cost measures the efficiency of bank operations. Actual interest rates, however, depend on customers’ risk profile, factoring in their financial condition, business type, age and location.

Since March, the prime lending rate for the corporate sector rose 2 basis points (0.02 percentage point) to 11.03 percent, while for the retail sector, the rate dropped 2 basis points. Meanwhile, for mortgage and non-mortgage loans, the rate climbed by 20 and 26 basis points, respectively. During that time, the BI rate has remained unchanged on 6.75 percent.

The banks have been able to reduce their overhead costs by 40-70 basis points in the first four months of the policy.

“The overhead cost in corporate lending dropped from 3.12 percent in March to 2.6 percent in June,” Wimboh told reporters last week. On a Rp 100 billion ($12 million) loan that means savings of Rp 52 million.

The biggest drop in overhead costs occurred in retail lending — by 70 basis points to 2.75 percent over the same period — as banks cut costs in branches servicing business clients, Wimboh said.

“This policy worked as banks looked at their peers [rate] and said to themselves ‘if they can do that, we can do it too,’ ” Wimboh said.

The policy aimed to encourage transparency and competition among banks and improve efficiency in the country’s banking system. Indonesia’s banking system is known for its inefficiencies, which pushed many to the brink of collapse during the 1998 Asian financial crisis.

“Indonesian banks are far less efficient than banks in other countries,” said Miranda S. Goeltom, a former senior deputy governor of Bank Indonesia. “It’s a good thing that the central bank focuses on improving banks’ efficiency,”

As of mid-August, lending was up 24 percent on a year earlier, but this rate of growth is largely unchanged and only just eclipses the 23.5 percent lending growth target set by BI.

WTO to rule on marathon Airbus-Boeing aid dispute


A seven-year dispute between aerospace giants Airbus and Boeing comes to a head on Wednesday when the World Trade Organization rules on an EU complaint against US government support for Boeing.

The European Union is appealing against US aid to Boeing, and the WTO was to hand its judgement confidentially to the two parties, the EU representing European aircraft maker Airbus and the US government for Boeing.

The conclusions might not, however, be immediately known, trade sources said.

"This confidential report will be made public at a later date, hopefully by mid-March" a trade source told AFP on Tuesday.

The date of publication will depend on the number of remarks then submitted by the two parties.

There are two cases lodged with the WTO -- one by Boeing against allegedly illegal subsidies for Airbus and a second by Airbus, which made the same claim against its industry rival.

The EU responded in December to a WTO deadline to say how it intends to comply with the body's ruling to end unfair aid in the battle.

The United States has threatened sanctions as it claims the EU has not only failed to comply with a WTO ruling against subsidies to Airbus but also had even provided it with new aid.

"The competitors are not going to restrain their funding systems but, on the contrary, are following every single move here to learn from what they see," an EU official said

"The only way ultimately to solve this case will be through political discussions at the highest level," he said.

In March last year the WTO partly upheld an EU complaint against US government support for Boeing, saying that billions of dollars in state aid for the aircraft maker amounted to illegal subsidies.

Both the EU and US claimed victory, with Brussels slamming Washington's subsidies, while the United States hailed the WTO for finding that state aid for Boeing was far less than that paid to European rival Airbus.
